in simple terms as

it is difficult to see how the inflation
i.e the increase in the cost of goods and services
has been reduced or lowered.

PRICE STABILITY 
has been achieved 
to an extent or to some extent, 
that is 
a distinct subject matter on its own 
and 
we can look at it objectively
